Most pens contain a spirit base which evaporates leaving the pigment behind. By reapplying more spirit, the pigment liquefies and wipes away.
Simply apply the solvent methylated spirits to pantyhose and rub at the pen mark or graffiti vigourously. With a little elbow grease, the pen will eventually disappear.
